Opportunity: ICT Buyer

 

Job Description

As an ICT buyer, you are responsible for all IT-related purchases and act as an advisor to the business. You manage purchases within ICT framework contracts, licenses for applications, Office365 licenses, and more. You have thorough knowledge of contract and license management and navigate effortlessly through the Service Now platform. You optimize IT purchases and make improvement proposals to enhance the inventory of all IT purchases. You provide financial, content, and regulatory/contractual advice and proactively manage your portfolio.

Responsibilities

  • Manage, optimize, and control the IT purchasing process from start to finish.
  • Proactively analyze and optimize the purchasing policy.
  • Contribute to writing new public contracts and specifications.
  • Contribute to the approval process of public contracts.
  • Perform efficient and optimal license management.

Required Qualifications and Experience

  • Proven experience as a Public Procurement Buyer (Senior, 5 years).
  • Proven knowledge of Public Procurement legislation.
  • Higher education (Master or Bachelor).
  • Proven experience within purchasing files.
  • Language requirement: Dutch at European CEFR - level C2.

Desired Skills and Certifications

  • Proven experience in Contract Management (software/hardware/licenses).
  • Proven experience with IT basic infrastructure and IT projects.
  • Proven experience with LCM (Life Cycle Management) of license management and contracts.
  • Proven experience with public procurement or public tenders (Medior, 3 years).
  • Proven experience with stakeholder management in an IT environment.
  • Proven experience in contract negotiation with IT suppliers in a government context.
  • Proven experience with MS Dynamics.
